Dear Reader,

Welcome to the seventh edition of the TOOP newsletter! Before the summer kicks into a full swing, we would like to update you on the most recent developments in the project and the next steps ahead. The two months since the last edition of the TOOP newsletter have been quite busy for the TOOP project. We have continued to reach out to different communities and organised a workshop for the Multi-Stakeholder Expert Group on eProcurement in Brussels on 22 May, where we discussed the application of the ‘once-only’ principle in the eProcurement domain with the members of the expert group. In early June, the project consortium met for a regular consortium and piloting meeting in Tallinn to discuss further development of TOOP pilots, as well as governance and sustainability issues. The highlight of the project meetings in Tallinn was the ‘Once-only’ and business registers workshop focusing on the ‘once-only’ principle in the business registers domain. The event was attended by over 100 participants representing business registers from Europe and beyond, representatives of Estonian public administrations, as well as business representatives. We will continue our effort to engage with different domains and spread the word about the benefits of the ‘once-only’ principle!

Now that we are in the final year of the project, the work on sustainability has become particularly important. In this regard, in addition to the effort within the project, CEF Digital has recently initiated a preparatory action on the ‘once-only’ principle, which will be an important step towards the development of a ‘once-only’ ecosystem. Last, but certainly not least important, was the TOOP mid-term review, which took place in Brussels on 18-19 June, and focused on the developments in the project since January 2018. The review was preceded by a policy workshop, where the project was presented to and discussed with representatives of several EU Commission Department Generals and the representatives of the Member States involved in the project. The work in the project will not stop over summer. As the project is in the active piloting phase, piloting partners will continue connectathons and pilot implementation, while other partners will continue work on the development of governance and sustainability frameworks, as well as impact assessment.

Pilot progress

More countries are joining TOOP piloting process. Tests are carried out by different TOOP Partners, aimed at launching the ‘once-only’ principle-based digital services. Regular Connectathons are organised to evaluate the testing performance and
assess service maturity.

OOP and Business Registers workshop

The workshop presented the preliminary results of the Project and the opportunities for the application of the ‘once-only’ principle and the TOOP devised solutions to the domain of business registers. The discussion focused specifically on the perspectives of TOOP pilots involving business registers.

eProcurement workshop

On May 22, the Multi-Stakeholders Expert Group on e-Procurement (EXEP) led by
DG Grow and members of the eProcurement pilot from the TOOP project met to discuss the current status of the application of the ‘once-only’ principle in the e-Procurement domain focusing on the exchange of evidences and the developments in the TOOP e-Procurement pilot.

OOP and CEF digital

TOOP project is now in its final year and has been actively working on developing solutions for long-term sustainability. European Commission with the help of CEF Digital has recently launched a dedicated OOP-CEF Preparatory Action. The team responsible for the Action will be assessing the options for the operationalization of the ‘once-only’ principle at the EU level.
